# Amazon EPR Checklist 2026 | EU Packaging EPR, Seller Central & PPWR

> Current Amazon EPR checklist for EU packaging in 2026. Understand EPR numbers, Seller Central submissions, Germany LUCID, France UIN, Spain RAP, Italy, Sweden, FBA, Pay on Behalf, PPWR Article 45 and EU27 evidence requirements.

## Direct answer

When sellers say ‘Amazon EPR’, they usually mean two connected but different things: the seller’s legal Extended Producer Responsibility obligations in the destination country and Amazon’s own compliance-evidence request. There is no single EU-wide Amazon EPR number. The correct number or evidence depends on the destination country, product/EPR category and the legal Producer.

- Germany packaging commonly means the 13-digit LUCID packaging registration number in Amazon’s evidence workflow.
- France uses the applicable EPR unique identification number (UIN/IDU); Amazon currently treats packaging and paper as one EPR evidence category.
- Spain uses a national RAP registration route and Amazon’s current public guidance refers sellers to the RAP compliance portal and its Pay on Behalf service.
- Italy has current public Amazon EPR guidance, but the exact seller-facing packaging field should still be verified in the live account before submission.
- Sweden has recent Amazon staff guidance through Account Health / Regulatory Compliance; the exact request remains account-specific.
- If no Amazon field appears, that does not prove the underlying national packaging EPR obligation is absent.

## Current-law position

Regulation (EU) 2025/40 applies from 12 August 2026. Article 45(4) requires covered online platforms that enable distance contracts with Producers to obtain destination-country Producer registration information and registration number(s), plus a Producer self-certification confirming that the relevant EPR requirements are met. Article 45(6) requires the platform to make best efforts to assess whether the information is complete and reliable.

### Amazon platform position

This explains why Amazon can ask for EPR evidence in Seller Central, but Article 45 does not turn Amazon into the authority that decides who the Producer is. Producer status, registration, PRO/system participation, representation, declarations and payments remain legal/operating questions that must be resolved separately.

### Pending legislative proposal

COM(2025) 982 / 2025/0395(COD), which proposes suspending Article 45(3) for certain EPR-authorised-representative appointments until 2035, is still an ongoing legislative procedure. It is not current law and it does not suspend Article 45(4)–(6) online-platform information/verification duties.

## Legal file vs Amazon file

- NATIONAL EPR FILE — Producer determination, national registration, registration number, PRO/system participation, EPR authorised representation where applicable, packaging declarations, eco-contributions and official evidence.

## Amazon EPR identifier map

There is no universal Amazon EPR number. Use the correct national identifier for the actual Producer and the live country/category request.

## FBA / FBM / Pan-European FBA

Fulfilment and legal Producer status answer different questions. A warehouse location, FBA inventory movement or Amazon logistics service can change operational facts, but it does not by itself make Amazon the packaging EPR Producer for your sale.

- FBA — identify the legal Producer and destination-country obligation first; separately record any Amazon EPR evidence request and any fulfilment-provider information duties that apply.
- FBM — seller-controlled fulfilment does not remove the destination-country Producer/EPR analysis. Direct cross-border deliveries can still make the foreign seller the Producer.
- Pan-European FBA — do not reduce compliance to the store domain or warehouse country. Map the actual destination markets and keep each national EPR file distinct.

## Amazon Pay on Behalf

Amazon offers EPR services in eligible countries/categories. Where a Pay on Behalf route exists, Amazon may report sales and pay eco-contributions under the service terms. The legal Producer, national registration, correct identifier and other statutory duties still need to be determined from the applicable law and current Amazon workflow.

**Never treat ‘Pay on Behalf available’ as proof that you are registered, that an EPR authorised representative is unnecessary, or that every national duty has been transferred to Amazon.**

## EU27 Amazon EPR matrix

The legal country layer is based on the reviewed EU27 operating dataset. The Amazon overlay separately grades how strongly the current marketplace workflow is supported. A live-account check is mandatory where no reliable public field is available.

## Nine-step Amazon EPR workflow

The engine keeps national law, Amazon submission, reporting/payment and platform enforcement distinct. Each destination becomes ready only when the required work and evidence are present.

### 1. Confirm the Amazon seller identity and account scope

Record the exact selling legal entity, establishment country, Merchant ID/Token reference, marketplace and fulfilment model used for the destination.

**Why:** Amazon evidence must map to the same legal/commercial route being analysed for EPR.

**Evidence:** Seller account reference and non-secret merchant/account evidence.

### 2. Determine the packaging EPR Producer

Identify the legal entity that is the Producer for the actual Amazon transaction and destination country before using any registration number.

**Why:** The Amazon account holder, manufacturer, brand owner, importer and EPR Producer can be different legal roles.

**Evidence:** Producer assessment, legal entity and establishment reasoning.

### 3. Complete national Producer registration

Confirm who reports packaging quantities, who funds/pays eco-contributions, whether an Amazon service is being used, and what remains the Producer’s responsibility.

**Why:** A registration number and Amazon validation do not complete recurring EPR reporting/payment duties.

**Evidence:** Reporting route, PRO declaration evidence, invoices/payment records and Pay on Behalf record where used.

### 7. Map affected SKUs, ASINs and marketplace listings

Link destination-country EPR evidence to the offers affected by Amazon’s compliance request or enforcement warning.

**Why:** Correction and reinstatement work must be traceable to the affected commercial catalogue.

**Evidence:** SKU/ASIN/listing map and marketplace scope record.

### 8. Resolve warnings, rejected identifiers and correction requests

Track Account Health status, rejected numbers, correction messages, Seller Support cases, listing restrictions and reinstatement evidence until the platform issue is resolved.

**Why:** Submitted is not accepted, and accepted is not the same as legally compliant.

### What is Amazon EPR?

Amazon EPR is shorthand used by sellers for the combination of their legal Extended Producer Responsibility duties and Amazon's marketplace evidence checks. It is not a separate EU tax and it is not one EU-wide registration number.

### Do I need an EPR number to sell on Amazon in Europe?

Possibly, depending on the destination country, EPR category and whether your legal entity is the Producer. For packaged products, determine Producer status and the destination-country registration route first, then check what Amazon currently requests for that marketplace/account.

### Is there one Amazon EPR number for all EU countries?

No. Packaging EPR registration is national. Germany, France and Spain use different identifiers/routes, and a number valid in one country must not be reused as if it were an EU-wide EPR number.

### What EPR number does Amazon Germany need for packaging?

Amazon's current Germany public guidance states that sellers can prove packaging EPR compliance to Amazon with the 13-digit LUCID packaging registration number. German system participation and data reporting remain separate legal obligations where applicable.

### What number does Amazon France need?

Amazon's current France guidance asks for the applicable EPR unique identification number (UIN/IDU). Amazon treats packaging and paper as one EPR evidence category in that workflow, while the underlying French REP obligations continue separately.

Amazon's current Italy public guidance recognises packaging EPR obligations, registration, PRO participation, reporting and eco-contributions. Because seller-facing portal activation can vary, verify the exact live Seller Central packaging request before submitting an identifier.

### Why is Amazon asking me for Sweden EPR?

Recent Amazon staff guidance confirms that Sweden EPR requests can appear through Account Health / Regulatory Compliance. Record the exact account request and do not assume the same field or identifier applies to another Member State.

### Where do I submit an EPR number in Seller Central?

Amazon staff guidance currently points to Account Health → Regulatory Compliance → Submit compliance information where the request is active. The exact screen can vary by country, category and account, so the live seller interface should be recorded as evidence.

### Seller Central shows no EPR field. Does that mean I have no EPR obligation?

No. Amazon states that submission controls can appear only where compliance verification is currently activated. National Producer registration and EPR duties must still be checked independently.

### Does FBA handle EPR for me?

Not automatically. FBA is a fulfilment model, while packaging EPR Producer status depends on the legal transaction and destination-country rules. Amazon may provide marketplace or EPR services, but those services do not automatically transfer every Producer obligation.

### Does FBM avoid Amazon EPR?

No. FBM changes fulfilment, not the existence of the legal packaging EPR obligation or Amazon's ability to ask for compliance evidence for offers sold through its marketplace.

### Does Pan-European FBA mean I need only one EPR registration?

No. Inventory placement and marketplace configuration do not create one EU-wide packaging EPR registration. Map the Member States where packaged products are placed on the market and resolve each national route.

### What is Amazon EPR Pay on Behalf?

### Can I use my supplier's EPR number on Amazon?

Not as a universal shortcut. ### Amazon accepted my EPR number. Am I fully compliant?

Treat the rejection as an open operational issue. Verify that the correct legal Producer and destination identifier were used, read the correction reason, keep the Account Health/Seller Support case evidence and do not mark the task complete until the platform state is resolved.

### Can Amazon suspend listings for EPR problems?

Amazon's public Germany guidance and current marketplace communications describe listing restrictions or other enforcement when required EPR evidence is not provided or validated. Enforcement can be country/category/account specific.

### Is Amazon EPR the same as PPWR?

No. EPR obligations pre-date the PPWR and remain implemented nationally. The PPWR now harmonises important concepts and adds the Article 45 online-platform information/verification framework, which is one reason marketplaces can request EPR evidence.

### Does the proposal to suspend EPR authorised representatives remove Amazon's PPWR verification duties?

No. COM(2025) 982 / 2025/0395(COD) is still only an ongoing proposal concerning Article 45(3). It does not suspend Article 45(4)–(6), and it is not current law.
