# Etsy EPR Checklist 2026: EU Packaging, LUCID, UIN & PPWR > Free, current Etsy EPR checklist for EU sellers. Etsy itself does not create the packaging EPR obligation. The obligation comes from EU and national producer-responsibility rules and depends on the seller, the transaction and the destination country. If your business is the packaging EPR Producer, you may need national registration, an EPR system or PRO, reporting and payments, and in some routes an EPR authorised representative. Etsy adds a separate marketplace-evidence layer. - There is no single Etsy EPR number for all 27 EU countries. - A handmade or very small shop is not automatically exempt. - Etsy currently publishes country-specific EPR workflows for Germany, France and Spain. - A number accepted by Etsy is not the same as full legal compliance. ## Current-law position Regulation (EU) 2025/40 applies from 12 August 2026. Article 45 links EPR to online-platform verification: where the rule applies, platforms obtain producer-registration information and the registration number for the Member State where the consumer is located, together with producer self-certification. The legal obligation still belongs to the relevant Producer; Etsy is not the authority that decides who the Producer is. ### Etsy platform position Etsy's Help Center currently has specific EPR pages for Germany, France and Spain. Those pages describe Etsy's current seller-facing implementation. For the other Member States this checklist does not invent a field or copy the German/French/Spanish route; the live Shop Manager account and current Etsy Help must be checked. ### Pending legislative proposal COM(2025) 982 / 2025/0395(COD), which would temporarily suspend part of Article 45(3), is still an ongoing legislative proposal on 8 September 2026. It is not treated here as law already in force. ## Legal EPR file vs Etsy file - National law answers who the packaging EPR Producer is, which register applies, whether a PRO/system is required, whether EPR representation applies, and what must be reported and paid. - Etsy answers what its current seller interface asks you to provide, where to enter it, whether buyer-facing information is requested and what shop/account evidence you should retain. **Never use an Etsy screen to reverse-engineer the legal answer. A missing Etsy field is not proof that there is no national EPR obligation.** ## If you are a small Etsy shop, start here. You do not need to memorise EU legislation. Build the facts in this order and the legal questions become much easier. ### 1. Who sells? Write the exact legal entity or sole trader that receives the Etsy sale. Your shop name is useful, but it is not necessarily the legal Producer name. ### 2. Where does the parcel go? Packaging EPR is country-specific. A sale to a buyer in Germany and a sale to a buyer in France can create different registration and evidence routes. ### 3. Who is the Producer? Do not assume the manufacturer, brand owner or Etsy shop owner is always the answer. Resolve the PPWR/national Producer position for the actual route. ### 4. What does Etsy ask? Only after the national route is known should you enter LUCID, UIN/IDU, a Spanish registration number or any other requested information in the current Etsy interface. ## Etsy EPR identifier map There is no EU-wide Etsy EPR number. If Etsy does not publish an equivalent country page, record only what the live Shop Manager account and current official Etsy guidance actually request. | ## EPR, GPSR and economic-operator distinctions ### EPR vs GPSR EPR and GPSR are different. Packaging EPR deals with producer-responsibility obligations such as registration, systems, reporting and fees. GPSR is product-safety law and Etsy's economic-operator / Responsible Person workflow is a separate compliance surface. ### EPR authorised representative vs economic operator An EPR authorised representative is not automatically the same person as the GPSR economic operator shown on Etsy. The legal basis, principal, mandate and duties can be different. Treat them as separate roles unless the same organisation lawfully holds both roles. ### Small / low-volume sellers A few sales do not create a universal EU exemption. Thresholds and simplified routes vary by country and scheme. Check the destination-country rule instead of relying on shop size alone. ### Handmade sellers Handmade does not automatically mean EPR-free. Packaging placed on the market can still fall within producer-responsibility rules even when the underlying product is handmade, vintage or personalised. ## EU27 Etsy EPR matrix All 27 country legal routes come from the reviewed country layer. Every completed step should leave a human-readable evidence trail. ### 1. Confirm the Etsy shop and selling legal entity Tie the checklist to the exact shop and the business or sole trader actually making the sale. **Why:** EPR registrations belong to legal persons, not to a shop nickname. **Evidence:** Legal entity name, establishment country, shop name/URL or other non-secret shop reference. ### 2. Determine the packaging EPR Producer Resolve who is legally responsible for the packaged product in this destination and sales route. **Why:** Etsy does not determine Producer status, and using the wrong entity's number can create a false compliance record. **Evidence:** Producer conclusion, responsible entity and the facts used to reach that conclusion. ### 3. Complete the national producer registration Use the destination country's current producer register and obtain the correct identifier where registration is required. **Why:** The marketplace field is downstream of the legal register, not a substitute for it. **Evidence:** Registration number, authority/register acknowledgement and effective date. ### 4. Join the applicable PRO or EPR system Complete the collective or individual responsibility route required for the packaging stream. **Why:** A registration number does not normally prove that reporting, financing or system participation is complete. **Evidence:** PRO/system agreement, member reference, certificate or equivalent evidence. ### 5. Resolve the EPR authorised representative Check whether the responsible Producer must appoint an EPR authorised representative in the destination country and document the current national route. **Why:** Representation depends on the legal Producer and country rule; it is not the same as Etsy's GPSR economic-operator field. **Evidence:** AR conclusion and, where applicable, mandate plus acceptance/registration evidence. ### 6. Submit the current Etsy EPR information Use only the country-specific field or workflow actually published by Etsy or visible in the live shop account. **Why:** Germany, France and Spain have public Etsy guidance today; other countries must not inherit those fields by assumption. **Evidence:** Exact Shop Manager path, submitted identifier/information, date and screenshot/reference of the submission state. ### 7. Etsy EPR is the practical combination of national Extended Producer Responsibility obligations that may apply to your sales and the separate information or evidence Etsy asks you to provide. Etsy does not create the underlying packaging EPR duty. ### Do I need EPR to sell on Etsy in the EU? You may. The answer depends on whether you are the relevant EPR Producer, what you sell and package, and which EU country receives the product. There is no single yes/no rule based only on using Etsy. ### Do handmade Etsy sellers need EPR? Handmade status is not a general exemption. If your business places packaging on an EU market as the responsible Producer, packaging EPR can still apply. ### I only make a few Etsy sales. Am I exempt from EPR? Do not assume so. Some national systems have thresholds or simplified rules, but there is no universal EU-wide exemption simply because your shop is small or sales are occasional. ### Is there one Etsy EPR number for the whole EU? No. Producer registration and identifiers remain country- and sometimes stream-specific. Germany's LUCID number is not a French UIN and neither is a Spanish producer-registration number. ### Where do I add my EPR number on Etsy? For Germany, France and Spain, Etsy currently documents an EPR Registrations route under Shop Manager, Finances, Legal and tax information. For another country, verify the live account and current Etsy Help instead of assuming the same control exists. ### Does Etsy require LUCID for Germany? Etsy's current Germany EPR guidance covers German registration information and, for packaging, the LUCID packaging registration number. The number must belong to the correct Producer and does not replace dual-system or reporting duties where applicable. ### What does Etsy need for France? Etsy's current France guidance asks for the relevant EPR unique identification number, commonly called UIN or IDU. It also describes making the UIN visible to buyers in an appropriate shop location. ### What does Etsy need for Spain? Etsy's current Spain guidance points packaging producers to the Spanish Product Producers Register and then to the Spain EPR registration area in Shop Manager. Complete the legal registration/system route before treating the Etsy entry as complete. ### Does Etsy take care of EPR for me? No. Etsy can collect or verify marketplace information, but that does not by itself register you with a national authority, join a PRO, file declarations or pay regulatory fees. ### Etsy accepted my number. Am I fully compliant? Not necessarily. Etsy acceptance proves a platform outcome, not completion of every national registration, PRO, reporting, payment, representation or evidence obligation. ### Can I use my supplier's EPR number on Etsy? Only if the legal route truly makes that supplier the relevant Producer and Etsy's current workflow permits the appropriate upstream/non-producer evidence. Never use another company's number merely because it is available. ### I sell from Türkiye, China, the UK or the US. Does Etsy EPR still apply? It can. Cross-border distance sales into an EU Member State can place the non-EU seller within the Producer analysis. No. EPR can cover several product streams.
