# Packaging Data Readiness Checklist for EU EPR Reporting | Beyoğlu Professional

> Prepare packaging data for EU EPR reporting: reporting period, SKUs, packaging versions, components, materials, weights, placed-on-market quantities, national mappings and evidence across EU27.

## Direct answer

For EU packaging EPR reporting, you need more than the number of products sold. You should be able to identify which packaging version applied to each SKU, what components it contained, their materials and weights, how much packaging was placed on the market in each Member State during the reporting period, and the evidence supporting those values. The national or PRO reporting taxonomy can differ from your internal packaging ledger.

## Current-law position

### Article 44(7) + Annex IX Part B(1)

PPWR applies from 12 August 2026. Under Article 44(7), the normal register-reporting route requires the Annex IX Part B(1) information by 1 June for each full preceding calendar year: the national producer identifier, reporting period, quantities by weight of the packaging categories in Annex II Table 1 and the EPR arrangements.

### Article 44(8) — under 10 tonnes

A producer below 10 tonnes in a calendar year uses the simplified Annex IX Part B(2) information, also by 1 June for each full preceding calendar year, unless the Member State sets a lower threshold for the stated data-quality reasons. The simplified table groups weight into glass, plastic, paper/cardboard, ferrous metal, aluminium, wood, other and total. Article 44(9) also allows a Member State to require quarterly reporting when necessary for budgetary reasons.

### 6 August 2026 Commission draft — not final law

The draft Article 44(14) implementing regulation points toward component-level and technical-documentation-backed reporting, including predominant material and separate components. EUR-Lex expressly marks it as a draft that does not constitute the Commission's final position.

## Step-by-step workflow

1. **Define the reporting scope** — Legal entity, reporting period and Member States.
2. **Build the SKU universe** — Include every active product that created packaging in the scope.
3. **Version the packaging profile** — Record which pack version applied and its effective dates.
4. **Decompose packaging components** — Jar, cap, label, box, mailer, filler and transport packaging should not disappear inside one total.
5. **Prove material and weight** — Record measurement method and supplier or measurement evidence.
6. **Define the usage rule** — Per product, per parcel/shipment or exact period count.
7. **Record country quantities** — Connect SKU activity to each destination Member State and period.
8. **Verify the national / PRO mapping** — Keep the source and verification date for every declaration category.
9. **Reconcile and close gaps** — Resolve missing SKUs, components, weights, versions, quantities, mappings and evidence.

## Natural questions and answers

### Do I only need total packaging kilograms?

Not safely. The legally reportable output may be weight-based, but you need a defensible method that links those totals back to the packaging actually used and to the applicable reporting categories.

### Can I use one material table for every EU country?

Use one controlled master ledger, but do not assume one national taxonomy. Map the master data to the current authority or PRO categories for each destination.

### What if my supplier does not know the exact weight?

Record the gap and the evidence request. Do not silently invent a weight. A documented measurement method can be used where appropriate, but the basis should remain traceable.

### Does a ready dataset mean my declaration is filed?

No. Readiness means the preparation data has passed the checklist. Filing, acceptance, payment and authority or PRO acknowledgement are separate events.

### What happens if packaging changes during the year?

Create a new packaging profile/version with effective dates. Otherwise the same SKU can be multiplied by the wrong packaging weight for part of the reporting period.
