# Packaging Data & EPR Declaration Engine

It converts reusable packaging master data into a country- and period-specific declaration preparation record. It preserves the source facts, applies the selected national reporting route, identifies unresolved classifications, reconciles quantities and prepares a verified native file, official-workbook round-trip or portal-entry pack when the route supports it.

## Current law and future format

### Current national reporting rules control today; future PPWR harmonisation is tracked separately.
PPWR Article 44 and Annex IX establish the EU producer-registration and reporting framework, but operational reporting remains dependent on the applicable Member State, authority, PRO, reporting period and technical route.

Where a future harmonised PPWR format is still draft, transitional or not yet operational, the engine treats it as context only. It never labels a draft structure as a current official submission schema.

## How it works

1. **Preserve source facts** — Import the ERP, marketplace or packaging workbook and keep its original provenance.
2. **Normalize once** — Convert SKU, packaging unit, component and constituent-material facts into the canonical model.
3. **Apply the right adapter** — Resolve country, year, declaration type, operator and period before mapping national classifications.
4. **Reconcile quantities** — Compare source, classified and declared totals before generating any filing artifact.
5. **Prepare the strongest verified output** — Use native schema, supplied official workbook or portal-entry pack according to the active route.
6. **Add real submission evidence** — Only an actual receipt or acceptance proof can advance the lifecycle beyond preparation.

## Natural questions

### Is the Beyoğlu XLSX an official EPR declaration?
No. A portable or reconciliation workbook is a preparation record. It is official only where the engine explicitly identifies a verified national schema or modifies a current official workbook supplied for that route.

### Do I report the product weight or the packaging weight?
The engine records packaging component weight separately from product weight. The active country adapter controls which packaging quantities and classifications are reportable.

### Do I need the same numbers in LUCID and my German system?
For system-participation packaging, the German workflow requires consistent volume reporting to the system operator and LUCID. The reconciliation layer is designed to expose mismatches before export.

### Can I correct an EPR declaration by reporting only the difference?
Not universally. Correction semantics are route-specific. Some routes replace a full period or quarter, while others support supplementary or versioned corrections.

### Can I upload my own Excel file?
Yes. The engine is Excel-first and also accepts portable row-based formats. Source columns are normalized before country mapping.

### What happens when PPWR introduces a harmonised reporting format?
The engine keeps future PPWR format rules in a separate temporal layer until they are final and operational. Current national filing routes remain controlling in the meantime.
