## How to prepare the appointment

### 1. 确认 EPR 生产者和目的国

### 我在每个销售包装或包装产品的欧盟国家都需要 EPR 授权代表吗？

并非所有销售路径都相同。现行 PPWR 第45(3)条要求第3(15)(c)/(d)类生产者在其设立国以外的相关成员国通过书面授权任命 EPR 授权代表。第三国生产者则须再核对各国规则。

### 一个 EPR 授权代表能覆盖全部 EU27 吗？

第3(20)条将 EPR 授权代表与相关成员国的设立地联系起来。同一集团可以跨国提供服务，但每个目的国的设立和任命要求必须分别满足。

### 双方签署后任命就自动具有法律效力吗？

不一定。有些国家还要求认证、门户接受、登记确认或主管机关审查，因此本引擎将“可签署、已签署、已接受、已确认、法律生效”分开管理。

### EPR 授权代表与 PPWR 第17条制造商授权代表相同吗？

不同。第17条是制造商的技术/合规角色；第45条 EPR 角色处理第 VIII 章生产者责任义务。两类文件和授权范围不得混用。

### 第45(3)条是否已经暂停到2035年？

COM(2025) 982 / 2025/0395(COD) 是暂停提案。在正式通过并生效之前，本引擎不会把提案当作现行法律。

### 德国授权代表可以替生产者完成首次 LUCID 登记吗？

不可以。德国路径将首次 LUCID 登记保留为生产者本人不可委托的义务；本引擎会将该任务标记为不可委托。

### 丹麦任命授权代表后还需要什么？

生产者登记系统会使用授权代表的 Danish CVR 发出任命请求。现行 DPA 指引要求代表在七天内接受，否则请求失效。

### 什么时候必须使用官方表格？

如果主管机关发布了具有控制性的官方表格或官方示例，应优先使用。马耳他和葡萄牙属于必须显式显示官方文件层的典型情况。

### 我的数据和证据存在哪里？

结构化数据保存在浏览器的 Public Workspace；证据文件以 SHA-256 哈希保存在 IndexedDB。保存或导出本身不等于官方提交。
