# PRO / EPR 体系加入资料包

它用于准备并保存包装 EPR 生产者通过生产者责任组织（PRO）、集体合规体系、国家体系、联盟机制或其他合法路径履行成员国生产者责任义务所形成的关系与证据。具体路径取决于成员国及包装类别。

> 生成本资料包不会自动建立会员关系、提交申请、签署合同、支付费用、完成国家登记关联，也不能证明参与已生效。

## Current EU-law layer

### PPWR 第46条允许通过获授权的 PRO 集体履责；成员国也可以规定必须委托 PRO。
Regulation (EU) 2025/40 第46(1)条规定，EPR 生产者可以委托依第47条获授权的生产者责任组织代其履行 EPR 义务；成员国还可以采取措施要求必须通过 PRO 履责。因此，本工具按成员国判断具体路径，而不会把 PRO 参与一概视为自愿或强制。

附件 IX A 部分还要求生产者登记信息说明如何履行第45条责任；适用第46(1)条时，包括由 PRO 签发的证书。因此，真正的参与证书属于外部证据对象，而不是本工具自行生成的状态标签。

## Evidence model

- **生产者登记证明:** 主管机构/登记册证据；并不自动等同于 PRO 参与证明。
- **申请 / 入驻证明:** 提交回执、门户编号或申请确认。
- **协议 / 会员文件:** 真实的组织/体系合同、会员条款或等效法律关系。
- **组织接受 / 会签证明:** 证明接收组织已经接受该生产者关系。
- **费用 / 付款证明:** 发票、付款回执或缴费记录；付款本身不能必然证明参与已生效。
- **参与证书 / 确认:** 由组织或体系实际签发的证书、确认或参与者记录。
- **国家登记关联证明:** 如国家流程要求，保存登记册中体现组织/体系关系的证据。
- **申报账户证明:** 门户账户、申报账户或周期性申报关系。
- **官方表格 / 门户记录:** 存在官方国家/运营方表格或门户时，其优先于 Beyoğlu 通用模板。
- **终止 / 更换体系证明:** 更换、终止、转入新体系或注销的证据。

## How to use

1. **确定国家履责路径** — 先判断该国是获批组织、中央体系、联盟、个体履责还是直接法定缴费路径。
2. **将登记与参与分开** — 国家生产者登记与 PRO/体系关系应作为不同证据记录。
3. **记录真实组织** — 保存组织名称、批准编号、包装责任范围以及申请/合同编号。
4. **用真实证据推进状态** — 在组织接受、证书签发、登记关联或生效事件真实发生前，不得提前标记。
5. **保存证据** — 合同、接受、证书、付款和登记关联文件应保留来源信息及 SHA-256 哈希。
6. **官方格式优先** — 主管机构或组织发布官方表格、门户流程或数据结构时，应优先使用，不能把可移植导出称为官方申报。

## Natural questions

### 生产者登记和 PRO 参与是同一件事吗？
不是。两者是不同的合规事件；部分国家流程会把它们关联，但一个状态不会自动证明另一个状态。

### 选择了一个 PRO 就代表已经加入吗？
不代表。之后仍可能需要申请、合同、签署、组织接受、付款、证书或国家登记关联。

### 德国 LUCID 编号能证明体系参与吗？
不能。LUCID 生产者登记和体系参与/数据申报是不同义务与证据层。

### 一个 PRO 能覆盖全部欧盟国家吗？
不能作此假设。包装 EPR 通过成员国制度实施，合格组织、包装范围与证据必须逐国判断。

### 已付款就证明参与有效吗？
不一定。付款只证明财务事件；有效参与可能还需要被接受的协议、证书、账户激活或登记关联。

### 可以不加入 PRO 而自行履责吗？
只有国家法律和相应包装范围允许时才可以。工具仅在国家适配器允许时显示该路径。

### 哪些文件可以证明参与？
可能包括已接受合同、会员/参与者编号、组织证书或确认、付款记录、申报账户以及国家登记关联。具体组合按国家而异。

### 这个资料包是官方国家表格吗？
不是。它是准备和证据工具。若存在官方主管机构/运营方表格、门户或申报结构，官方机制优先。
