Sales totals alone are not enough. Build a traceable chain from SKU and packaging version to components, materials, weights, destination-country quantities and the national or PRO reporting category used for the declaration.

Keep the binding Regulation separate from implementation drafts and from national reporting systems.
PPWR applies from 12 August 2026. Under Article 44(7), the normal register-reporting route requires the Annex IX Part B(1) information by 1 June for each full preceding calendar year: the national producer identifier, reporting period, quantities by weight of the packaging categories in Annex II Table 1 and the EPR arrangements.
A producer below 10 tonnes in a calendar year uses the simplified Annex IX Part B(2) information, also by 1 June for each full preceding calendar year, unless the Member State sets a lower threshold for the stated data-quality reasons. The simplified table groups weight into glass, plastic, paper/cardboard, ferrous metal, aluminium, wood, other and total. Article 44(9) also allows a Member State to require quarterly reporting when necessary for budgetary reasons.
The draft Article 44(14) implementing regulation points toward component-level and technical-documentation-backed reporting, including predominant material and separate components. EUR-Lex expressly marks it as a draft that does not constitute the Commission's final position.

Not safely. The legally reportable output may be weight-based, but you need a defensible method that links those totals back to the packaging actually used and to the applicable reporting categories.
Use one controlled master ledger, but do not assume one national taxonomy. Map the master data to the current authority or PRO categories for each destination.
Record the gap and the evidence request. Do not silently invent a weight. A documented measurement method can be used where appropriate, but the basis should remain traceable.
No. Readiness means the preparation data has passed the checklist. Filing, acceptance, payment and authority or PRO acknowledgement are separate events.
Create a new packaging profile/version with effective dates. Otherwise the same SKU can be multiplied by the wrong packaging weight for part of the reporting period.
