Packaging EPR in Finland starts with reading your sales route correctly.
If you sell packaged products directly to an end user in Finland, the PPWR producer definition can apply to you from 12 August 2026. We first identify the producer, then solve representation, producer-organisation choice, fees, reporting and evidence.

01 · Producer
Your customer can be a company and still be an end user.
From 12 August 2026, the key question is not simply whether the customer is a consumer or a company. If the buyer does not resell the product in the form received, it can still be an end user.

02 · EPR authorised representative
The representation answer depends on where your company is established.
An EU-established producer selling directly to a Finnish end user currently falls under PPWR Article 45(3). For a third-country company, ordinary packaging can have a direct producer-organisation route. Special product streams must be checked separately.

SUP and other EPR product streams can have different representation rules. Do not copy the ordinary-packaging answer automatically.

03 · Registration
Finland’s producer-responsibility infrastructure is live.
Finnish Supervisory Agency supervises the system. In Mainland Finland, packaging producers normally operate through an approved producer organisation. FPP and Sumi are the two routes; Rinki is FPP’s service and reporting interface.
Mainland Finland packaging duties are operated through the national producer-responsibility framework. FPP and Sumi are producer organisations; Åland is separate.

04 · Producer organisations
Rinki is not a producer organisation. Finland has two packaging producer organisations.
FPP uses Rinki for contracting, reporting and invoicing. Sumi uses SumiOn. Compare both on your actual packaging profile and operating preferences.

Finnish Packaging Producers Ltd. Non-profit producer organisation; customer operations are handled through Rinki.
Sumi
Sumi Oy. Non-profit producer organisation covering all packaging materials; reporting is handled through SumiOn.
05 · Packaging classification
Classify the packaging before pricing it.
Consumer/B2B packaging classification is a reporting category. It is not the same question as whether your customer is legally an end user.

Packaging classified in the consumer lane for Finnish reporting. This classification is not the same as asking whether the buyer is legally an end user.
Business-to-business packaging
Packaging classified in the business-to-business lane. A corporate customer does not automatically make every package B2B.

Keep regulatory money in separate layers.
Keep EPR recycling contributions, annual service fees, SUP, deposit-return-system money, beverage-container duty and Beyoğlu service charges separate.

Can a Turkish company be the Finnish packaging EPR producer?
Yes, depending on the sales route. Direct sales to a Finnish end user can place the foreign seller in the producer role from 12 August 2026.
