Free PPWR technical conformity tool

Build the technical file first. Open the declaration only when the evidence is ready.

This is not an EPR declaration. It is a guided PPWR technical-conformity workflow for packaging manufacturers: scope the packaging, identify the manufacturer, assess Articles 5–12, organise evidence, build Annex VII technical documentation and prepare the Annex VIII EU Declaration of Conformity.

Direct answer

The technical file and the EU Declaration of Conformity are not the same document.

Annex VII is the evidence-based technical record behind the conformity assessment. Annex VIII is the concise EU Declaration of Conformity issued by the manufacturer once conformity with the applicable requirements has been demonstrated.

TECHNICAL CONFORMITYEU Declaration of ConformityManufacturer document under Articles 38–39 and Annexes VII–VIII.
SEPARATE EPR LAYERProducer registration / reportingNational EPR registration, PRO/system reporting and funding are a different workflow.
ROLE SEPARATIONArticle 17 AR ≠ Article 45 EPR ARThe manufacturer's technical-law authorised representative and the EPR authorised representative are legally distinct roles.

Workflow

How to use it

01

Define the packaging

Identify one controlled packaging type or family and the relevant revision.

02

Establish the PPWR manufacturer

Record the legal entity and the factual reasoning behind the manufacturer role.

03

Close evidence and requirement gates

Attach the supporting evidence and document the applicable Articles 5–12 assessment.

04

Export only when ready

Use draft technical exports during preparation; unlock the legal declaration and authority pack when blockers are closed.

Important boundaries

  • Generating a file does not mean the EU, a Member State authority or Beyoğlu Professional approved the packaging.
  • Browser storage is a working convenience, not the statutory archive. Keep an independent controlled copy.
  • Country language rules remain destination-specific. A working-language PDF is not automatically valid for every Member State.
  • Supplier declarations support the technical file but do not automatically replace the manufacturer's conformity assessment.

FAQ

Do I need a new DoC for every shipment?

Not as a general rule. Annex VII requires a written declaration for each packaging type. A controlled packaging type can cover repeated production while the conformity basis remains unchanged; changes that may affect conformity require reassessment and, where necessary, an updated declaration.

Is the DoC an EPR declaration?

No. PPWR technical conformity and national packaging EPR registration/reporting are separate regulatory layers.

Can I use supplier declarations as the final DoC?

Supplier information can be supporting evidence. The PPWR manufacturer remains responsible for the conformity assessment and the EU Declaration of Conformity.

Does the builder upload my evidence?

The application is designed local-first. Evidence files are stored in browser IndexedDB and can be exported in a workspace or authority-pack ZIP.
