02 · Authorised representative

For the covered foreign distance seller, the Austrian EPR AR is not optional.

The representative is the Austrian legal and administrative bridge for the packaging duties covered by the mandate. EPR AR, PPWR manufacturer AR and tax representative are different roles.

Foreign distance sellers with no Austrian seat/establishment supplying packaging or packaged goods directly to Austrian private final consumers.

Representative base

The representative must be established in Austria and carry the covered administrative responsibility.

Mandate

A certified power of attorney and express acceptance of the duties are part of the official route.

Yes, for the covered route where a seller has no Austrian seat or establishment and supplies packaging or packaged goods directly to Austrian private final consumers by distance selling.

Where is Austrian packaging registration handled?

The representative and foreign-principal master-data route uses Austria's EDM / ZAReg infrastructure. A packaging-system contract is separate.

Did every PPWR obligation start on 12 August 2026?

No. Austria's Ministry states that PPWR requirements apply on different dates and compatible existing Austrian rules continue during transition.
