02 · Authorised representative
For the covered foreign distance seller, the Austrian EPR AR is not optional.
The representative is the Austrian legal and administrative bridge for the packaging duties covered by the mandate. EPR AR, PPWR manufacturer AR and tax representative are different roles.
Foreign distance sellers with no Austrian seat/establishment supplying packaging or packaged goods directly to Austrian private final consumers.
The representative must be established in Austria and carry the covered administrative responsibility.
A certified power of attorney and express acceptance of the duties are part of the official route.

Four different money streams. Do not merge them into one fake “Austria EPR fee”.
System contributions, statutory reimbursements, refundable deposits and taxes have different payees and legal bases.

Ordinary middle band between annual and monthly ARA thresholds.

Expected annual ARA fee for either household or commercial packaging is above €20,000.
Small-volume flat rate
Qualifying small volumes can use ARA's flat-rate route instead of ordinary quantity reporting.

Seller, EPR AR, packaging system and public authority are four different actors.

Supplies correct legal-entity, product, packaging and Austrian sales data and funds applicable amounts.
Austrian EPR AR
Operates the covered mandate, EDM / ZAReg relationship, system coordination and evidence workflow.
Packaging system
Receives declarations, applies its tariff, invoices contributions and operates approved collection/recovery duties.
Austrian authority / register
Maintains the public legal and registration framework, reviews representation and supervises approved systems.

No. It is a separate refundable deposit layer for covered single-use plastic and metal beverage containers.
Does Austria's €2 Parcel Delivery Tax apply to every foreign SME?
No. It starts on 1 October 2026 and the €100 million preceding-year Austrian distance-sales threshold and marketplace liability rules are critical.
Did every PPWR obligation start on 12 August 2026?
No. Austria's Ministry states that PPWR requirements apply on different dates and compatible existing Austrian rules continue during transition.
What evidence should a marketplace seller retain?
Keep the AR mandate where applicable, EDM/ZAReg evidence, system contract, packaging ledger, declarations, invoices, payment proof, official correspondence and marketplace-upload evidence.
